Ministry Launches National Action Plan for Health Security

Addis Ababa A five-year National Action Plan for Health Security (NAPHS) was launched today in the presence of Deputy Prime Minister Demeke Mekonnen.

Demeke said on the occasion that the government acknowledges the joint effort of multi-sectoral health security stakeholders to build a resilient health system for health security.

Health security and health system towards universal coverage are two sides of a coin, he added.

The National action plan is part of the journey to support the implementation of the International Health Regulations 2005 through continuously working together in ensuring health security at national, regional and global levels, the deputy prime minister stated.

Demeke further pointed out that the national action plan is not the end of the process rather a platform for all health security stakeholders.

He called on the World Health Organization to support in coordinating and strengthening the strategic partnership among all stakeholders within and outside of the health sector to use the action plan as countrywide health security roadmap.

Health Minister Dr. Amir Aman said the national action plan is prepared with the main goal of achieving a secured capacity that ensures community resilience for public health threats and impacts.

NAPHS will also ensure the capacity to detect, prevent and respond to emergencies in the country, he added.

The ministry is working with stakeholders for the realization of the plan, Dr. Amir said.

WHO Representative Dr. Pamila Muturi said NAPHS is a major milestone national action plan for health security.

Despite strategies at the international, regional and global levels, the health system is challenging due to infrastructures and inabilities to perform at its best when it is needed, she added

She stated that resources will be required to tackle the well articulated national action plan.

Dr. Muturi stated that WHO, along with other stakeholders, continues to support the Government of Ethiopia in mobilizing resources and see the plan is realized.

About 370 million USD is needed for the implementation of the National Action Plan for Health Security 2019-2023.
